Beautification Commission
Thursday, October 7, 2010   
Minutes Subject to Approval
Present:       Helen Boardman; Pat Byrnes; Marylee Hickey; Sue Kickery;
                 Mary Mourey; Betty Russell; Tony Russo; Pat Sirois.

Also Present:    Roger Moss, Director/Park and Recreation
                Bonnie Nichols, Director/Inspections and Planning
                Bill Taylor, Director/Public Works

Absent:     Dolores Kehoe (excused).

Call to order:
Chair Sirois called the meeting of the Beautification Commission to order at 7:18 p.m.

Acceptance of minutes of SEPTEMBER 2, 2010      
Betty Russell made a motion to accept the minutes of the September 2, 2010 meeting. Seconded by Marylee Hickey.  Approved.

Opportunity for citizens to speak:              None.   

Financial Report:                                       
Mary Mourey reported that the General Fund has $7892.39.
Remembrance Fund balance is $520.96.

Communications:                                 
Information was received from the Arbor Day Foundation. 
        
Chair's report:                                         
Chair Sirois reported that she attended the Town Council meeting and gave out the Beautification Awards.  She spoke with the women from the Garden Club and they are hoping to plant daffodils around town as a service.  

Tree Warden's RePORT:                           
Bill Taylor distributed the report for the months of August and September 2010.         
                        
Old Business:                                           None.                           

New Business                                                                    
  • Beautification Award
Discussion was held by the membership and one of the homes suggested had already won the award for this year.  The Commission decided that the awards will begin again in the spring of 2011.

  • Holiday Fest
  • Events
Chair Sirois reviewed the various events with the days and times.  She will be working with Roger Moss to produce the brochure.

Chair Sirois will get the information to Marylee Hickey so she can do a spreadsheet for Commissioners to sign up for the various events so the Commission is represented at each event.

  • Kick Off
There will not be a kick off this year.

  • Printing of brochures, counting brochures for town schools
Chair Sirois will be attending the November 16 Town Council meeting to invite Councilors to attend Holiday Fest.  Brochures will be needed by that date as well as the posters and buttons.

November 18 – Counting of brochures to distribute to schools.  The clerk will get the student numbers.  Commissioners will begin the process at 3:30 p.m.

November 21 – Commissioners will decorate the kiosk at Alumni Park.  The following have volunteered: Marylee Hickey, Pat Byrnes, Mary Mourey and Pat Sirois.  Marylee will redo the wreaths for hanging.

Concerns of the Commission:
- 716 Brewer Street – Bonnie Nichols reported this property is now being handled by the court.
- Greenwood Street – Bonnie Nichols reported that the permit has been revoked.  Discussion was held on the height of the grass in the back yard and the concern for animals.
-  Discussion was held on RVs being plugged in throughout town.  Bonnie Nichols stated that if the RVs are behind fences her department has no jurisdiction.

Sue Kickery heard from a teacher at Woodland School requesting that Woodland students do community service throughout town.  It was recommended that the teacher contact Social Services to have them connect with the elderly in town for raking as well as planting in the spring.  Chair Sirois will follow through on this.

Tony Russo reported that mums have been planted throughout town.

Mary Mourey reported that the service sign on Ellington Road has been renovated.

Payment of Bills:
        Theresa Godreau (clerk)                                         $ 75.00

Mary Mourey made a motion to pay the clerk and to approve the bills as submitted.  Seconded by Betty Russell.  Approved.
        
Adjournment:
There being no further business,   Betty Russell made a motion to adjourn the meeting at 8:23 p.m. Seconded by Mary Mourey. Approved.
